I think this may be significant for federal subsistence as well even though the last Katie John decision (2013) discussed this. It will definitely affect state subsistence. Anyone have examples?

Public forums will be held on HB77 in the following locations:
December 9 – SOLDOTNA from 4 to 7pm at the Kenai Peninsula Borough Assembly Chambers,144 North Binkley St. At 4pm, ED FOGELS, Deputy Natural Resources Commissioner, and CORA CAMPBELL, Fish & Game Commissioner, will make a presentation. At 5, a panel of stakeholders will discuss the bill and at 6, the public can testify. Hosted by Senator Peter Micciche.
December 10 – HOMER will be held from 4 to 7pm at the Alaska Islands & Ocean Visitor Center. The schedule is the same as above, except RANDY BATES, Director of Fish & Game Habitat Division, will speak instead of the commissioner. Hosted by Senator Peter Micciche.
December 11 – ANCHORAGE from 6 to 8pm at the Alaska Experience Theater, 333 W. Fourth Avenue. DNR is making a presentation at 6pm, a panel will discuss the measure at 6:15, and the public can make comments and ask questions starting at 6:30. The businesses sponsoring the event include Alaska Alpine Adventures, Naknek Family Fisheries, Kodiak Treks, Sitka Salmon Shares, Dierick’s Tsiu River Lodge and Ashore Water Taxi.
HB77 has passed the House and is currently in the Senate Rules Committee. The bill is passed amends current law by (1) eliminating individuals’ and organizations’ ability to apply for and secure instream reservations of water ; (2) removing a mandatory notice and comment period for preliminary Best Interest Findings; and (3) limiting who can participate in the administrative process to challenge flawed decisions by government officials. It also Strengthens the authority of the commissioner of the Department of Natural Resources to grant permits at his discretion, and to grant temporary permits for water use and other activity.
